Anyone who has had the misfortune of being stranded on Highway 91 during rush hour knows that the transportation infrastructure that currently exists in western Riverside County is woefully inadequate. The gridlock that plagues Riverside, Corona and surrounding areas is a result of the failure to plan for the inevitable consequences of the region's rapid growth of the 1980s and 1990s. Now, traffic congestion is approaching unbearable levels and has diminished the quality of life for those who commute in western Riverside County.

Louis Vandenberg recognizes that relieving congestion on Highway 60, Highway 91, Interstate 15 and Interstate 215 will take much more than merely widening an off ramp. Instead, he proposes a multifaceted approach that includes both road improvements and expanded use of passenger rail and bus service in Riverside County. Louis fully realizes that financing this ambitious plan will require a “squeaky wheel” in Washington, D.C. who will advocate for the region when appropriation bills are being drafted and he is committed to doing what it takes to get Riverside County's fair share of the pie.
